In this the final Environment Council of the Greek Presidency the main focus will be on climate and health-related points in the morning before moving on to environment issues after lunch. The main climate point will be a public debate on the policy framework on climate and energy in the period from 2020 to 2030. The main health point will be the Commission's GMO cultivation proposal. Over lunch, ministers are expected to discuss the recently adopted Commission Communication on Sustainable Development Goals and the post-2015 agenda.

The European Parliament and Council of Ministers have worked out a provisional deal on the Commission’s proposal aimed at preventing and managing Invasive Alien Species (IAS) in Europe. During negotiations, the Greek Presidency rejected the call for national derogations included in the EP’s amendment. However, it agreed with Parliament’s suggestion to keep an uncapped list of IAS of Union concern instead of restricting it to 50 species.

During a meeting of environment ministers on 13th December the Greek government presented the incoming presidency's work programme for the environment sector. It will focus in particular on the following legislative proposals:
