Commission takes Belgium and Finland to court over energy efficiency legislation

Belgium and Finland have both failed to fully implement the Energy Performance of Buildings Directive (EPBD), which had to be transposed into national law by 9 July 2012. The directive requires Member States to apply legal provisions to increase energy efficiency in buildings, such as ensuring the certification of the energy performance of buildings and applying minimum energy performance requirements. By 2021 all new buildings are required to be nearly zero-energy buildings (NZEB). If the Court of Justice of the European Union confirms the violations, Belgium could face a daily penalty of 42,178 and Finland €19,178 until they have fully transposed the directive. Austria, Slovenia, Romania, Netherlands, Poland, United Kingdom, Italy, Greece, Czech Republic, Malta, Estonia, Latvia and Luxembourg are currently being examined by the Commission with regard to their transposition of the EPBD.
