Parliament report favours permanent seat in Brussels

The European Parliament should have the right to decide where and when it meets, the Constitutional Affairs Committee has argued. The Parliament is currently obliged by the Treaties to hold 12 monthly plenary sessions in Strasbourg. MEPs hope to initiate an EU treaty revision procedure to propose the changes needed to allow Parliament to decide on the location of its seat and its internal organisation. Such a move would help save money in times of budget cuts and reduce damage to the environment. The CO2 emissions associated with moving among the three working locations have been estimated at between 11,000 and 19,000 tonnes. MEPs suggested initiating an ordinary treaty revision procedure to propose the changes needed "to allow Parliament to decide the location of its seat and its internal organisation". Under Article 48 of the Treaty on European Union (TEU), the European Parliament can submit proposals to the Council for the amendment of the EU treaties. However, Article 341 of the Treaty on the Functioning of the European Union (TFEU) says that the seat of the institutions of the Union shall be determined by “common accord of the governments of the Member States”.
